eInvoicing in Slovenia: Streamlining Transactions

State of eInvoicing in Slovenia

The e-invoice in Slovenia consists of the following documents:

  • E-Invoice Envelope, E-Invoice Envelope Schematic (an XML document designed to guide the e-Invoice).
  • e-SLOG, UBL 2.1 and CEFACT 100.D16B (standardised format of the e-Invoice in XML structure).

In Slovenia, electronic signatures are not mandatory for e-invoices.The archiving period for e-invoices is 10 years, and it increases to 20 years for immovable property. So, while an electronic signature is not required, proper compliance with the specified formats and archiving periods is essential for e-invoicing in Slovenia.

Slovenian government introduced eInvoicing regulations beceause they understand why electronic invoices outperform PDF-based and paper invoices:

  • It removes barriers for businesses to cross-border communication and electronic, invoicing between EU countries.

B2G eInvoicing in Slovenia

B2G Compliance: All businesses supplying goods or services to public authorities in Slovenia are required to use e-invoices, adhering to specific technical standards.

B2B Adoption: While not mandatory for business-to-business (B2B) transactions, eInvoicing is gaining traction due to its numerous advantages, including faster processing, reduced errors, and improved efficiency.

Mandatory for All Suppliers: All businesses engaging in public procurement must use the PPA eInvoicing system, a centralized platform developed by the Public Payments Administration (UJP).

Peppol Integration: The PPA eInvoicing system integrates with the Peppol network, enabling seamless send and receive of e-invoices across borders with Peppol ID-registered businesses in other countries like the United Kingdom and Saudi Arabia.

B2B E-Invoicing in Slovenia

Voluntary Adoption: B2B eInvoicing remains voluntary, allowing businesses flexibility in choosing their approach.

Growing Popularity: Despite not being mandatory, B2B eInvoicing is becoming increasingly popular due to its cost-saving benefits and improved efficiency in managing business documents.

Standardized Formats: Businesses have access to various eInvoicing solutions and software that utilize Peppol BIS formats like Peppol invoice (UBL) to ensure smooth communication and compatibility across different platforms.

On 19 July 2024, Slovenia published a draft proposal for the Act on the Exchange of Electronic Invoices and Other Electronic Documents. According to the draft legislation, e-invoices will need to be reported to the Slovenian tax authority (FURS) within 8 days of issuance and receipt, starting from 1 June 2026. This requirement will apply to domestic and cross-border B2B transactions, while B2C invoices are not in scope.
The draft legislation specifies three acceptable formats for e-invoice exchange:

  • The e-SLOG national standard;
  • The EN 16931 EU standard;
  • Other internationally recognized formats agreed upon by both parties.
